In Australia, they have a Senate that is elected proportionally.

Each party can put down a list of their top candidates in each region, and voters can choose which list they want to support. Each party gets their fair share of Senators, based on how many votes they get.

The Senate, free of a lot of constituency work, can focus on helping to vet legislation. If the two houses ever disagree, they can have a joint session or an election can be called.

Our current senate plays a role, which is to ensure continuity past elections and as a last checks on the power of the Prime Minister.

However, our current Senate lacks legitimacy.

The current Senate is composed of political appointees, who, deserving or not, are never vetted by the Canadian voters.
